“I am proud to welcome Leprino Foods and their new manufacturing facility, and hundreds of new jobs and investment, to West Texas,” said Governor Abbott in announcing the facility alongside Lubbock officials and Leprino representatives. “By selecting Lubbock as the location for their new manufacturing facility, Leprino Foods will earn the powerful distinction of being a Made in Texas brand company.”
The 850,000 square foot facility will specialize in the manufacture of mozzarella cheese and produce other dairy products.
Leprino has also sought a Chapter 313 abatement, an economic development incentive used by school districts to attract businesses to their area. Roosevelt ISD will award it a $350 million property tax abatement in the first year of the project and will extend for a decade.
The state legislature declined to renew Chapter 313 and it is set to expire at the end of 2022. If it does expire without renewal, then existing agreements will be grandfathered in.
The TEF is a state fund that doles out cash to companies who agree to build or move operations to Texas. Since its inception in 2004, the program has allocated $681 million to private businesses.
Lubbock Mayor Dan Pope said at the announcement, “This project will create tremendous opportunities for our citizens, and it further demonstrates the strength of our economy.”

An agricultural hub with a growing population, Lubbock was an ideal spot for Leprino, the company indicated.
“We are excited for the opportunities that the Lubbock region provides, as well as bringing people, processes, and technology together at a new, state-of-the-art facility,” Mike Durkin, president of Leprino Foods Company said.
“Furthermore, this new plant will play a critical role in the dairy industry in Texas and will have a substantial regional impact for local dairy farmers across the South Plains to fulfill daily production needs.”
The facility is planned to begin operations in 2025.
